A precarious budget, further destabilized by uncertainty about federal funding, overshadows the 2025 session where lawmakers are debating spending priorities. Gov. Wes Moore submitted a supplemental budget to the legislature yesterday, which must, by law, approve a balanced budget.

McIntosh represented District 43 in in Baltimore City in the General Assembly for 30 years. She served as the Chair of the powerful Appropriations Committee from 2015-2023, when she retired from the legislature. She is now a Senior Consultant for Cornerstone Government Affairs, a lobbying and political consulting firm.
