Olszewski Picks County Administrative Officer

John Lee

Baltimore County Executive Johnny Olszewski today tapped the head of the city’s social services department to be the county’s administrative officer.

Stacy Rodgers will be the first African-American to hold the job and is promising to be open and transparent.

The county administrative officer runs the show day in and day out, including overseeing all county agencies.

Rodgers replaces Fred Homan, who was shown the door by Olszewski after his election in November. Council members and others had at times complained that Homan was not forthcoming. Rodgers promises she will be transparent.

“In government we operate on resources that come from the citizenry,” Rodgers said. “And it is our responsibility to use them wisely and it is our responsibility to be accountable for them.”

Olszewski said Rodgers brings nearly 30 years of experience in working in federal, state and local government agencies and non-profit organizations.

“Stacy and I share a vision for where we want to go here in Baltimore County, a vision of an open, accessible and transparent government,” Olszewski said. “One that celebrates and promotes diversity and inclusion.”

Rodgers said she took the position because she was impressed with Olszewski’s vision. But also, she was looking forward to serving the county where she lives.

“I’ve had the opportunity to work in many jurisdictions all over the nation,” Rodgers said. “But it gives me such pleasure and pride to put all of that to work in my home county.”

The Baltimore County Council needs to sign off on her appointment.
