Teenagers are sometimes held in solitary confinement for far too long .. while awaiting adult charges in the Baltimore City Detention Center. That's according to a scathing new review by the US Justice Department. We talk about it with Kara Aanenson, a juvenile-justice advocate with the non-profit Just Kids Partnership.
