Carsins Run At Eva Mar Breaks Ground (BBJ Story)

Carsins Run at Eva Mar broke ground on its first housing units last week, marking a major milestone on a long journey for Harford County's first continuing care retirement community. The $100 million project being built on 47 acres off Route 543 in Bel Air has been in the works since 2014, and pre-leasing of the independent living units has been ongoing since 2016. 

Though a welcome center and some infrastructure has been built, Carsins Run is required by law to have 70% of its independent living units pre-leased prior to beginning construction on the housing portion. With that figure met for the project's first stage, local officials and charter members of Carsins Run gathered for a groundbreaking ceremony on Oct. 21. Plans for the community, being developed by Towson-based Presbyterian Home of Maryland, have also changed over the years. The project now calls for 137 independent living units, down from the 177 planned a few years ago. That's due to the decision to add manor homes, instead of traditional apartment buildings, to the project. Carsins Run will now have three manor homes with 10 to 14 units each, as well as two apartment buildings.
