Gene Ryan, president of Baltimore Fraternal Order of Police, talks about law enforcement and violence in the city in the wake of the Freddie Gray case. The president of the Baltimore Fraternal Order of Police said two weeks ago that criminals have become "empowered" following April’s unrest and that, with six officers charged in Freddie Gray's death, Baltimore police are more "afraid" of being arrested than being shot on duty.
