In 2013, the Maryland Court of Appeals found the state's bail system inherently unfairbecause it favors criminal defendants with the means to hire attorneys and post bond. A proposed solution -- providing public defenders to indigent defendants when all bail decisions are made -- could cost the state millions of dollars.
