Our first guest this morning is CongressmanJohn Sarbanes, a democrat who represents Maryland’s 3rd congressional district. Last year he introduced legislation that would change the way congressional campaigns are financed.
His bill is called the Government by the People Act, and he joins Tom on the phone to talk about it.
