Gov. Larry Hogan on Thursday told Maryland residents to avoid all non-essential out-of-state travel. He and the state’s top health officials are also urging residents to avoid holiday gatherings with people outside of their immediate households.

Under an executive order, anyone who travels out of the state — or anyone who comes to Maryland from out of state — will be required to get a negative COVID-19 test or quarantine for 10 days.

However, Hogan said enforcement will be limited.

“We’re not going to be out there checking people or having law enforcement come after people for traveling,” he said. “We’re just going to rely on the good faith of the people that are going to listen to these orders because they’re critically important to keeping people alive.”

Hogan clarified that the new restrictions do not apply to people driving to neighboring states, such as Virginia or Washington, D.C., as many do daily for work, but just to travel out of the region.

The Maryland Department of Health also issued an advisory, lowering the cap on gatherings from 25 people to 10.

And beginning Monday, Hogan said he is suspending all customer-facing operations at state facilities for two weeks.

“Our strongest defense against this virus continues to be the cooperation and vigilance of the people of Maryland,” Hogan said. “Making difficult sacrifices during these next few weeks will absolutely help to keep your family loved ones and your fellow Marylanders safe.”
