A week before early voting starts, we look at what the top two gubernatorial contenders say about criminal justice, and keeping Marylanders safe. Our analysts are Andy Green, opinion editor of the Baltimore Sun and Morgan State criminal-justice Professor Natasha Pratt Harris. We discuss sentencing policy, gun laws and whether a governor has a role in addressing the appalling surge of murders in Baltimore City.
