Will Baltimore ban plastic bags? The city council is considering a proposal to outlaw the single-use plastic bags that shoppers use for groceries and carry-out.

Councilman Bill Henry details his proposal, which includes a tax on alternatives, like paper and compostable bags. He says it’s time for consumers and retailers to change their behavior.
