First Baltimore County Ethics Watchdog Expected To Be Approved Tuesday Night

Baltimore County

The Baltimore County Council Tuesday night is expected to approve the hiring of the county’s first executive director for ethics and accountability.

Part of Kelly Madigan’s job will be to root out fraud, corruption and waste in county government. When she appeared before the county council last week, Republican councilman Todd Crandell told Madigan to get ready.

“There are things that we know about as council members that are brought to our attention and are pretty serious allegations,” Crandell said. “Then there are things that come through that are really frivolous.”

Madigan will also be in charge of the county’s ethics commission.

No member of the county council raised an objection to hiring Madigan at last week’s meeting.

Madigan most recently was Deputy State Prosecutor for the Maryland Office of the State Prosecutor. That office investigates corruption and misconduct of public officials. Before that, she was a prosecutor in Baltimore City.

County Executive Johnny Olszewski created the position as part of an ethics reform package the council approved last year.

The council Tuesday is expected to green light hiring Madigan.

The county council also is expected to vote on legislation requiring gun shop owners to beef up their security.
