BPD Monitor releases drafted plan

The monitors charged with reforming the Baltimore City Police Department have officially released a draft of their one-year monitoring plan.The plan comes after the monitors met with residents at multiple events throughout the city.

The 68-page plan focuses on setting up community liasons, developing a community policing strategy, and setting benchmarks for compliance.

According to the plan outline, one to three community liasons for each police district will be selected and hired through the monitoring team. They are expected to be selected by April 4th.

The monitoring team is also assessing the BPD’s policies and requiring the department to implement an approved community policing plan by March 15th of next year.

Within the first year, the team will look at issues related to stop, search, arrests, police-community interactions, police misconduct, and disciplinary action within the department.

Police Commissioner Kevin Davis issued a statement in which he said the first year plan “has been finalized thanks to a lot of hard work and collaboration. The crime fight and better policing are not mutually exclusive.”
