In November, voters will decide the fate of Maryland's version of the DREAM Act, which would grant in-state college tuition discounts to the children of undocumented immigrants who've graduated from the state's high schools. In this hour, a look back 30 years to the Supreme Court case that made it possible for undocumented children to enroll in public schools and the highly-charged political and legal battles that have ensued. Our guest: Michael Olivas, author of "No Undocumented Child Left Behind." Olivas is the William B. Bates Distinguished Chair in Law at the University of Houston Law Center and Director of the Institute for Higher Education Law and Governance.
