Legislators in Annapolis will submit about two thousand bills this session. This morning, we’re going to look at four of them, as we bring back the Legislative Lightning Round – the case for and against each bill, a minute on each side. Today’s topics: tanning beds, ground-rent procedures, school-lunch menus, and more.
Then – The Anne Arundel County State's Attorney is seeking the death penalty for Lee Stephens, who was found guilty of murdering a prison guard. We learn about the law that details when the death penalty can be applied in Maryland.
And – Tom Hall talks with two urban farmers about the process of breaking ground in Baltimore's Reservoir Hill neighborhood.
