The idea of merging the Baltimore and College Park campuses  of the University of Maryland has been plenty controversial.   Now the board of Regents has voted:  no to a full-on merger, yes to a “strategic alliance.” What will change, and what will it cost?  We ask Brit Kirwan, chancellor of the university system.
