State Center project goes to Court of Appeals

The state's Court of Appeals will review a Baltimore judge's decision that voided contracts for the proposed State Center project in midtown, The Baltimore Sun reported. Judge Althea M. Handy sided with a group of Baltimore businessmen who sued the state over the project, claiming contracts circumvented the normal bidding process.
