Rawlings-Blake: Cut Baltimore property taxes by 20% in 10 years
Mayor Stephanie Rawlings-Blake in her annual State of the City address on Monday called for reforms that would cut property taxes for homeowners by 20 percent over the next 10 years and reshape tax incentives for development projects.
