Police officer testifies he created files on Leopold’s political enemies 

An Anne Arundel County police officer testified Tuesday morning that he created dossiers on County Executive John R. Leopold’s perceived political enemies, helped distribute his campaign signs and drove him to parking lots for romantic trysts – all at Leopold’s direction.
