The O’Malley Administration has shelved plans for $73-million prison for juvenile offenders. Citing success at reducing juvenile offenses, the administration says, it can meet the need by rehabilitating an existing building. Several Baltimore youth groups have been urging this action for years. WYPR’s Fraser Smith and freelance reporter Alexis Taylor discuss the decision.
