O'Malley offshore wind bill passed by Md. General Assembly

It took three tries over three years, but Gov. Martin O'Malley finally prevailed: The Maryland General Assembly gave final approval Monday to his offshore wind bill, the Baltimore Sun reported. The legislation now goes to O'Malley for his signature.
