O'Malley gun proposal would earn money for state

The licensing of handguns in Maryland would earn the state more than double the cost of administering the program, the Baltimore Sun reported, citing a Department of Legislative Services analysis.

Advocates consider licensing to be the most effective and most controversial piece of Gov. Martin O'Malley's sweeping gun proposal.
