Mild winters gobble up snow budgets in Maryland and Virginia

As the Maryland-Washington, D.C.-Virginia region braces for the first big snow event for the area this winter, much of the money set aside for snow cleanup in Maryland and Virginia has already been spent, WTOP reported Tuesday.
