Immigration reform considered top priority after spending fights

It's hard to imagine Congress passing something as tricky as immigration reform when it can't even agree on how to fund the government. But there's a growing consensus that this may be the year for immigration reform, once Congress gets past fights over federal spending, the Business Journals reported.
