Howard Co. charter changes pass by landslide

Voters approve 5 amendments, toughening rules for local referendums and changing access to public records

Howard County voters in overwhelming numbers on Tuesday adopted five amendments to the 44-year-old charter, including a move to raise the bar for putting referendum questions on the ballot and a change that would put the county in step with state law on releasing public records.
