Diversion programs draw fire 

As part of a national investigation, the American Civil Liberties Union of Maryland on Monday wrote to state’s attorneys in a dozen counties seeking documents related to a “private prosecution program” — contracts the civil rights group characterizes as a profit-sharing arrangement that outsources the prosecutorial function to a for-profit company.
