The financial management practices of Baltimore city public school officials were highly criticized in a scathing audit report of the school district. The report, released today by the Maryland Legislative Audits office, found numerous weaknesses in the school district’s financial procedures. Last done in 2006, the audit found significant problems with the school system’s billing and debt collection practices and payroll processes. WYPR’s Gwendolyn Glenn has more.

Property owners throughout the Marcellus Shale regions of Maryland and Pennsylvania tell similar stories of energy company representatives who convinced them to sign low rent leases for the rights to the natural gas deep beneath their land; leases that had few protections for the land owners. And the lesson they all say they’ve learned is simple. Don’t try to do it on your own. WYPR’s Joel McCord reports in the final installment of his series, “When the Land Man Comes.”

But there is another concern as well; the vast disparities in leasing agreements between land owners and gas companies.
